Since our last communication in January, the Alliance has been very active. We would like to provide you with an update about our accomplishments as well as our plans for the near future. As always, we welcome your suggestions and feedback.


Recent Activities & Accomplishments:
  • In January, the Alliance executed its first large outreach event, the Trinidad and Tobago Real Property Rights and Development forum. The forum was co-sponsored by the South Trinidad Chamber of Industry and Commerce and consisted of seven formal presentations and two periods of facilitated open discussion. Its objective was to raise stakeholder awareness regarding the role of real property rights in development.
     

  • In February the Alliance sent a representative to participate in and present at the FEMICA General Assembly meeting.
     

  • In February, the Alliance completed its first field test of the Blueprint for Strengthening Property Rights, a desk study utilizing data that had already been collected.
     

  • Also in February, an Alliance representative participated in and made a presentation at a Latin America-wide training course organized by the World Bank, Tierras para el Crecimiento y Reducción de la Pobreza (Land for Growth and the Reduction of Poverty).
     

  • On March 18th, the Alliance executed the Taller y Debate Técnico sobre la Modernización del Sistema de Propiedad Inmobiliaria (Real Property Rights System Modernization Workshop and Technical Debate) in Paraguay, an activity organized jointly with the World Bank and attended by approximately 150 Paraguayans. The Alliance funded speakers from Peru, Honduras, Bolivia and Panama to discuss topics such as: land reform legislation, reform of property rights registries, use of property for credit, and cadastre reform, among others.
     

  • In March, the Alliance initiated two field tests of the Blueprint for Strengthening Property Rights in Colombia and Bolivia. With the results of these activities and the earlier desk study, we hope to improve the Blueprint so that it will become a more user-friendly and useful tool.

Upcoming Activities:

  • In April, the Alliance is funding 3 speakers and 8 representatives from Central America to participate in a region-wide RECATT seminar, Regularización de la Propiedad, Registro, y Catastro, Aspectos Técnicos y Legales (Technical and Legal Aspects of Property Regularization, Registry and Cadastre) in Nicaragua.
     

  • By the end of May, the Alliance hopes to have completed the initial development of a database-driven application of the Blueprint which will eventually be made available on the Alliance’s web site.
     

  • The Alliance is in the process of finalizing an action plan for an initiative in Honduras which will aim to broaden awareness regarding the Ley de Propiedad y Promoción Económica (Property and Economic Promotion law).

We are in the process of posting several documents on our web site related to the activities described above. They should be available shortly for your review. If you would like specific information, please feel free to contact Amy or Kevin.

We must take this opportunity to inform you that Jolyne Sanjak has accepted a new position as Director of Property Rights and Land Policy for the Millennium Challenge Corporation. Jolyne will no longer serve on the Consultative Group but will remain an active participant in the Alliance. Mr. Todd Hamner of USAID has taken her place within the Consultative Group.

The Alliance is planning to hold its next meeting during the first week of November in Buenos Aires, Argentina. During this two day event, we intend to discuss the future of the Alliance, to present a revised version of the Blueprint for Strengthening Property Rights for your review and comment, and to talk about technical issues related to property rights projects in the Western Hemisphere.

We hope that you will be able to join us in September. USAID has limited funding to support participation of individuals who would otherwise not be able to attend. If you would like to apply for USAID support, please send an e-mail to Amy Regas no later than May 23. If we do not hear from you by May 23, we will be unable to provide any financial assistance for your travel. We will be unable to make any exceptions to this deadline due to new USAID regulations for participant travelers.
